Unloading EZGO Without Taking Belt Off

I’m needing to unload my EZGO without starting it. Is there anything I can do besides taking the belt of to make it roll?

The golf cart should roll in neutral. If it isn't it either has a brake issue, clutch issue or rear end issue.
