1999 Club Car DS 36v Won't Charge With New Batteries and Charger

I got new batteries but couldn't charge with new charger. Replaced solenoid but maybe it's not hooked up right? Or batteries too low?

Here is a manual with a wiring diagram Go to page 13-4. Check connections on wire #19 . White wire from charge receptacle to negative of battery #6. Check connections on wire #18 red wire from charge receptacle to forward reverse switch. Check connections on wire #23 red wire from F/R switch to positive on battery #1. Careful poking around not to short anything out, You can cause damage and/or injure yourself.
