What Does the second cable do?

I have a 1985 Ezgo Marathon. There is a second cable that runs parallel with the Throttle cable. It goes to the arm that touches the plastic cap on the pulley on the rear end. Anybody have a idea what it does and how to adjust it?

That is the engine speed control, or governor.
